Very few people put in their wrong email with the email confirmation -- if that is really so on your site, you are lucky. I have like 300-400 new users each semester and invariably get some 40-60 email bounces due to mistyped email addresses, one semester more, another semester less. I am talking here only about email confirmation. I get more bounces throughout each semester from people who change their email accounts but do not remember or think to change their address in Moodle.
On the other hand, you could make your own version of the mail-based authentication plugin which postpones mail confirmation after all required data is entered. This should be possible.
