Goodness! Authentication directory is the foundation of an institution. If it is broke, you are broke. (That reminds me of a major institution which had to stop its growth because their Active Directory (set by a technician?) had no provision for the extension. ;()
I know, a foundation is not easy to replace. I haven't tried, but recent versions of Moodle supports using the e-mail address as the login, it there is an institution e-mail, that is. I'd assume the double name and special character problems have been solved there.
P.S. I didn't get the "+ manual account creation" part. That sounds like another breakage.
