I'm not an AD expert, but I suspect this might have something to do with the second bullet point under https://docs.moodle.org/31/en/NTLM_authentication#Overview, which says that:
The Server hosting your website is a member of the Active Directory Domain that your users are also members of.Based on that, I suspect your Moodle box is currently a member of the EMEA domain but not the NA domain, so you'll have to make it a member of the NA domain concurrently. I'm not entirely sure how you'd go about doing that though.
