When using LDAP as external authentication method, by default any LDAP valid account is authenticated in Moodle and if the account is not present in the Moodle database, the account is also created.
If you want to limit LDAP auth to accounts already existing in Moodle, you can try setting to true "Prevent account creation when authenticating | authpreventaccountcreation" available in "Site administration > Plugins > Authentication > Manage authentication". If I correctly recall this setting is available since Moodle 2.1.
