Enable User creation in Active Directory

Hi All,

I have Active directory on win 2008 server ldap over ssl. I am able to authenticate the users through ldap. I tried Enable user creation in different OU. But it does not create user even after email verification. I am using Moodle 2.5.1

Any help?
